Leonardtown is a beautiful, historic, and thriving community. And as our town experiences unprecedented expansion, we are entering a new era that requires a new caliber of strategic planning. Maintaining our current success is no longer enough; to protect our small-town charm while expanding our economy, we must actively design the infrastructure and resilience required to sustain it.
I am Rodney "Professor X" Flowers. With a quarter-century of federal civilian service at NAVAIR as an Aquisition Professional, Strategic Facilitator, and Solution Design Expert, my career has been built on bringing stakeholders together to solve complex, high-stakes challenges. I know that true leadership is about building a blueprint for the future before growing pains force our hand. We have the opportunity right now to proactively engineer an environment where every resident and local entrepreneur can thrive.
Leonardtown is ready for its next chapter, and I am running for Town Council to ensure we have the structural vision to fortify our future.

A three-pillar solution design to protect our town's character and fortify our local economy
PILLAR 1
STRUCTURE (Smart Growth & Universal Design)
We must apply advanced systems engineering to manage our town's expansion. I will champion Universal Design, ensuring that new developments, sidewalks, and infrastructure are truly accessible for everyone. Fortifying our foundation means building a town that benefits seniors, parents with strollers, and those using mobility aids alike, protecting our small-town charm while solving our traffic and zoning realities. I will ensure that every new development adds to our quality of life, rather than subtracting from it. We build for the next 20 years, not just the next tax cycle.
PILLAR 2
SAFETY (Community Resilience)
Managing utilities is a baseline expectation; true safety requires proactive resilience. We must move beyond routine maintenance to proactively equip our first responders and design robust, long-term crisis management plans. We cannot wait for an emergency to test our readiness. We must fortify our neighborhoods against whatever challenges come our way. I will leverage my experience in operational readiness to ensure our first responders have the resources they need and that our neighborhoods are designed for safety. A secure town is a thriving town.
PILLAR 3
SOVEREIGNTY (Economic Vitality)
Bureaucratic red tape is the enemy of innovation. Leveraging 25 years of Naval acquisition and solution-design expertise, I will systematically work to eliminate the friction that acts as a barrier to our local businesses. By streamlining municipal processes, we will empower a new generation of diverse entrepreneurs to innovate and solve complex problems. Together, we will transform Leonardtown into a fortress of small business success, where local enterprises operate as the unstoppable engines of our economy.
Resilience Tested, Leadership Proven
When you suffer a spinal cord injury and spend 18 years fighting to walk again, you learn the fundamental difference between simply managing a situation and actively overcoming adversity. My life has been defined by the pursuit of what is possible. You cannot just accept the hand you are dealt; you have to build strength where there is weakness.
I am bringing a lifetime of resilience, 25 years of federal acquisition and problem-solving experience, and an expertise in strategic facilitation to this race. If elected, I will be the first Black man to serve on the council in Leonardtown’s nearly 300-year history, and its first elected official living with a spinal cord injury.
I am running to bring a new perspective to the table—one that understands that overcoming obstacles requires a designed solution, not just patience.
